on the below link it is mentioned that : " Power over Ethernet (PoE or PoE+) on all network ports (in PoE-capable models) "
how come POE+ ( 30 watt is supported on all ports on EX2200-48P ) if power supply is only 405 W ?

PoE works on all ports, not just a designated subset. You still have to work within the power budget allowed by the power supply.
Compare to the EX4200/EX3200 with 8 PoE ports and the rest non-PoE.
