Ah, I'm not positive, but I think it's just because the design spec was to avoid special wiring - ~2KW is the maximum you can draw off a 20amp 110V circuit. So to fullfill the power requirements of a large fully-loaded switch (plus the load-balanced redundency) - you need a lot of discrete power supplies.
