Upgrading JUNOS on 8208, RE1 refuses to update chassis firmware

Currently, I've successfully pushed JUNOS 11.1R4.4 to both RE1 and RE0 on the EX 8208, as well as the Jloader update. However, for some reason,

RE1 is still on

U-boot 1.1.6 (Mar 25 2009 - 06:13:12) 2.4.0

loader FreeBSD/PowerPC U-Boot bootstrap loader 2.2

whereas RE0 is on

U-Boot 1.1.6 (Mar 26 2011 - 04:37:14) 3.5.0

loader FreeBSD/PowerPC U-Boot bootstrap loader 2.4

I have been trying to find a way to force RE1 to upgrade firmware without success.

FPC0-6 are all on the later versions as well.

I've tried updating from 11.1 R3.5 to 11.1 R4.4 to see if the firmware upgrade would take, to no avail.

Also, none of the technical documentation describes forcing a firmware update anywhere.

What are my options here?

Download jloader package from below link  for EX8200 and try to push in to RE1.
