help:j-web access failed -junos 9.4R2

i can telnet but cant use webui.

i can login sucessfully by the web but it shows:

Access Error: 503 -- Service Unavailable

whats the problem?

i also permit the interface,this is the configuration

        telnet;
        web-management {
            http {
                interface [ vme.0 ge-1/0/23.0 ];
            }
