can't find Resource Policies tab

hi,

I'm logged on to the admin console of my IC. I can't find the Resource Policies tab under Users. There are only "User Realms" and "User Roles".

I have a Basic License. 

any ideas would be appreciated.

You need a license to access and setup resource policies. Basic will not do it.
