commit script for uncommitted configurations

I am looking for commit script that will not let you  commit your configurations if there is an old uncommitted information done by someone else

Probably easier to require everyone to use either configure exclusive or configure private rather than just configure. I don't believe you can enter configure exclusive mode if uncommitted changes exist.
