When i issue commit i am getting following error:
/usr/libexec/ld-elf.so.1: Shared object "libcrypto.so.3" not found, required by
I did upgrade to 11.1 but it didn`t help.
Could you please advise what to do ??

i have not seen such issue before,
however, i trick i can suggest that copy a libcrypto.so.3 from a working JunOS (not displaying any error) using shell prompt
and place it to the JunOS display cgatool error ...

The error you are getting comes from a regrettable but totally harmless software problem, PR553961
Please do not copy libraries between routers/platforms, this is a recipe for trouble!
If you want this resolved, my best advice is to upgrade to the domestic version of junos (which includes the library).
This is a very good idea anyways, since the export version which you are currently running, among other things, does not include SSH.
