Hi,
Based on the assumption, that your WAN links are Ethernet links,
1) If the WAN link provider can give you multi-access sevices like VPLS or MetroEthernet, then you can expand your current WAN link to a /29 subnet and assign a new IP to the new branch in the same range.
But, 2 p2p links with seperate WAN range is simple and straight forward perfect solution. ( as in your diagram)
2) Yes, if these services are provided through Ethernet VLANs,
3) You need to seperate 2 different blocks ( or divide into 2 subnets of the existing 192.168.100/24) in order to route the networks correctly to the respective branches.
If the customer LANs of both branches are connected through a Ethernet back-door link, you can use the same IP range. But load-sharing of the WAN link will be more difficult.
Normally , ISPs would provide 2 P2P links and customer LAN network will be 2 different subnets.
