LDP VPLS not correct in Junos?

I was trying to setup an VPLS between an M10i and a Cisco 7609
When I configured the Juniper for l2circuit the PW worked fine.
But when I configured the Juniper for vpls the PW didn't worked.
With vpls the PW goes up but the packets didn't go trough. I was doing a research and
found that the problem is because Juniper is advertising a VC Type of 0x5(untagged
ethernet) and send the packet with tag.
With l2circuit Juniper send VC Type 0x4(tagged) and Cisco answer with 0x4 and works
fine.

 I guess that Junos is implementing the LDP VPLS rfc in a wrong way. Telling 0x5 (untagged) and sending tagged packets.
