Question about L2TPv3 pseudowire

Is it possible to bring up  between 2  service providers Through the Internet L2TPv3 pseudowire ?

the path is :

PE-AS#1--->GLOBAL INTERNET--->PE-AS#2

I need to bring up  L2TPv3 pseudowire between PE-AS#1 and PE-AS#2

I believe Juniper doesn't support L2TPv3.

You can use GRE for the purpose. MPLS will work over GRE.
