Are you asking about traffic entering your network via 2nd ISP? Are you doing some form of NAT?
Your problem is probarbly due to reverse route lookup that is happening for this traffic: for sessions entering via the second ISP, the reverse route (your main default) is pointing to 1st ISP which causes traffic to drop (either at session setup, or later). Generally, in such cases the solution is to put second uplink into separate virtual router. Here is an example
