If anybody can help in below and what RFC standard says. I am not able to find concrete statements which should conclude when 2 OSPF peers should start sending BFD packets.
1. When neighbor has crossed 2 way state(are in Exchange state).
2. Or when 2 peers in OSPF Full state.
I am just able find below draft whcih somewhat addresses this point but not very clear.
