Hello guys, due to budget constraint is it okay to not to susbscribe the  anti-virus for new purchase?

All of the subscription services are completly optional.  There is no need to configure and use any of them to use the SRX as a standard firewall.

And any of the services can be added at a later date without any issue as well.
