The Web Resource was the issue as described in KB24117. The affected users had bookmarks contained html encoding. Deleting those bookmarkes allowed the client to login. I set the role option “Mask hostnames while browsing”.. That seemed to be affective for the other affected users. I may have to peel off a role specificially for the mobile clients so I can set the 'Web' access method and not affect other network connect users.
