Failure to download application - during upgrade

Anybody else get this ? After the upgrade to 6.0 R7. About 10% of users get this error when they try to upgrade. If I get on their machines and uninstall all Juniper Components, then manually run the reinstalls, it usually resolves the problem. What a hassle though. I created an installer package that automates it a little bit.

Are you using the Installer Service (JIS), if not, is there a possibility that these clients have local permission problems?

no we are not running installer service, all users are local admins.

It is a strange one, I would hazard a guess at some network issue between the client and server.  I am not aware of any issue with the IVE that has these symptoms.
