You can set the radius as default Auth server, in this way first the firewall will go to radius for Authentication and then to local database.

set auth default auth server < Radius server name as configured>

You can set this command, to prefer remote server over local :

set admin auth remote primary

From WebGUI :

Configuration > Admin > Administrators

Check the option "The remote Auth server will have priority"
