You need to be associated with / work for a Juniper Training partner. To become a JNCI you will need to sit the basic class from one of the different training tracks (JUNOS, Netscreen, SSL, WX etc). You will need to pass the appropriate JNCIA exam. And last but not least there is a 1 day instructor exam where you will have to teach 2 modules from the basic course in that track.
You only have to do the JNIPE once, for other courses you need to sit the course and pass any related exam for that course (JNCIA/JNCIS).
Hope this answers your question,

We are a Select J-Partner based in Paraguay, South America. How can we become a Juniper Training partner?
Besides the Spanish language issue, our clients can only take the trainings in other countries, so we are committed to give official Juniper courses in Paraguay. Is there any requirement to teach in Spanish?

I checked into this with Juniper. I was told that to take the instructor exam you must first be employed by a certified teaching facility. If you are not working for one of the (I believe three, plus Juniper itself) facilities you can't take the exam.
JNCIS-ENT, FWV, SSL, WLAN
JNCIA-ER, EX, IDP, UAC, WX
Juniper Networks Certified Instructor
Juniper Networks Ambassador
Juniper Elite Reseller
J-Partner Service Specialist - Implementation
If this worked for you please flag my post as an "Accepted Solution" so others can benefit. A kudo would be cool if you think I earned it.
