yes, SP can work without RM.   Integration is possible but not required:

SmartPass integrates with the WLM1200 real-time location services management appliance to allow access control and dynamic authorization based on a user's physical location. The WLAN Security management application can also integrate with the RingMaster management suite to provide custom reporting based on user identity, location, and activity history.
