Have they reviewed the "Guide to creating a Juniper Account"? This provides step-by-step instructions for support customers and partners. If they are creating an account to access the Juniper Partner Center they need a 10 digit Authorization Code. If they don't know it, they should contact their Juniper Channel Account Manager or contact Customer Care.
