Description:
from the Junos 9.3 version, on the J Series, firewalling (flow-based forwarding) is actived.
To have only a router without firewalling, start with the default configuration and do this small configuration.

You have the config upside down.

 

First delete all existing security config

Then, set MPLS flow mode.

Depending on the exact version manually disabling the ALG's should also be done.

Basically what you are describing is router context mode. Refer to Administration Guide for example of how to put J-Series or SRX into router context.
