    Can a VC be a leaf node for a VCF?

    No, the configuration statements for VC and VCF are mutually exclusive.  A device can't be configured into both modes at the same time.

     

    Some versions of Junos Fusion do allow satellite devices to be clustered, which is similar to having a VC as a single leaf device.

    You can attach a VC off of a VCF leaf, managing the VC as one device, and VCF as another.  For any switch it is either VC or VCF, not both as previous response stated.
