    Access comes along with specific purchased courses.  When you start either the online, live or instructor led online course you would get the access information and instructions for the labs associated with the running course.

    That url is for the instructor led class labs.  You will get login information and details from your instructor during the class periods.

     

    For the online learning options you use vLabs over here.  This works with your Juniper education login and are free but do not exactly match course labs.
