comiting a comand at some specific times/intervals time and again

1....The way we use a loop in programing, can i use a command(mulitiple commands) at some specific timemes - like 11pm daily, or after some fixed duration - like after every hr.
E.g i want to disable an interface at some specific time duration, and then enable that again at some specific time.... I mean how to just configure these comands once, and this would be run at times i tell it itself evertime????

 

2....Is it what we call scripting???
