You can do this (issssssshhhhhhhhhhh) by setting up where things are needing to go with a NAT 'Pool' and then pick up your 'Virtual IP' with a security zone with a match on that IP address and push it to the NAT Pool.
In logic sense... If coming from 184.108.40.206/32 on port 8080 go to PoolWeb1 (address range 220.127.116.11 and 18.104.22.168.3 etc)
If you want the actual load balancing solution of this I would recommend you use a device built for this like the MX series or an actual Load Balancing solution.
