could someone please clarify the meaning of note

Global policies do not support VPN tunnels because VPN tunnels require specific zone information (from-zone and to-zone).

What exactly it does not support? We have global policies and it works for sources from VPN tunnels. Or is there differrent meaning?

You can create create policy based VPN's. In that case the traffic flow into the VPN tunnel is triggered by going through the zone based policy. That won't work in the case of a global policy.
