as you see from the KB it has been an issue for long. I will not expect it to be fixed in any way. There are no interest from neither Juniper or Pulse Secure to find a workable solution as Juniper are looking alternate ways.
Your options are either to migrate to Remote Access VPN with the NCP client or await an replacement for dynamic VPN which I heard is on it's way (but I cannot share more knowledge in a public forum, sorry)
